Terms of Reference

To advise the Government on, and to keep under review, the operation of the Tertiary Student Finance Scheme - Publicly-funded Programmes and the Non-means Tested Loan Scheme to ensure that their objectives and the needs of the community are met.

The Objectives of the Schemes are that

  1. Tertiary Student Finance Scheme - Publicly-funded Programmes :

    (i) no student who is offered a place in any of the tertiary institutions should be deterred from accepting that place because of a lack of means;
    (ii) financial assistance to students should be based on need; and
    (iii) such assistance should take the form of a combination of grants and loans.

  2. Non-means Tested Loan Scheme :

    (i) students may obtain financial assistance, on a non-means tested basis, to meet the cost of their tertiary tuition fees; and
    (ii) such assistance should take the form of loans on a no-gain-no-loss and cost recovery basis.
